It looks like the man’s right hand is reaching to the horse.
He’s either got a hold of the horse’s reins or he’s about to goose it.
Is this along the river downtown? Did they dredge the river at some point? Because I’ve never seen that shallow a bank anywhere downtown.
It is right downtown. It’s hard to pinpoint where because the buildings have changed somewhat, but yeah, damming up the river affected its shape and then whenever they did what they did to the riverfront really changed it as well.
